From the Template manager page, to import a template, hover with the mouse on the Import button, next to the new template button.

From there, click the Select a file… button and select the template file you would like to import.

The newly imported template will show up at the end of the current templates. However, it will show a blank thumbnail.

You need to open up the imported template a press the Save button to actually generate the template thumbnail.
